I have been in the medical field for more than 20 years. It has always been standard for people to travel with a letter from their doctor if they have something that might trigger a security alert. This is nothing new.
People should NOT have to produce justification to any AUTHORITY for a medical procedure. That is just WRONG on so many levels. Once you start separating people by class, whether it is by health, or age or religion, it's not THAT big of a stretch until they start loading them on cattle cars, IMHO.
It is an INDIGNITY. And it should NOT exist in a free country.

You must not travel much by air. Do you know that many people have devices implanted in their bodies that would not allow them to pass through airport screening devices? Those people have always traveled with a letter. I don't know why you find that a problem.
