The Japanese government was very quick to response with shelters, food, water and other resources. They have already committed 50,000 troops to assist the disaster stricken people. Keep in mind the people in New Orleans did not receive significant government assistance for about 5 to 7 days after Hurricane Katrina struck. This is probably the biggest reason people have no need to loot.
Actually Sendai is larger than New Orleans, in fact, it is nearly twice the size of NOLA.

NO ONE condemns people in a disaster zone for breaking into stores for food and water or other necessities like blankets or diapers. NO ONE.

What we saw captured on video for the whole world to see were hordes of New Orleans residents breaking into all kinds of stores and walking away with television sets, stereos, jewelry and other non essential but very valuable items.

Please STOP LYING.

Compare to the toll in Haiti from an earthquake with a small fraction of the strength of the one that just pummeled Japan. As earthquakes go, they don't get much worse than this one, which I believe is the 4th-strongest on record. And then it was compounded by a massive tsunami just as bad or worse than the one that killed 250,000 people just a few years ago -- even California is still cleaning up from it. No nation or region would have come out of this in particularly good shape. Even vaunted Japan is not invincible.

The Japanese culture is built on mutual respect and cooperation an exercise in decorum. Japanese do not like to make waves. You would lose face to be a thief and it would be extremely disrespectful.

Americans don't get the concept of "shame".
