Well, yes. If he's doing well and wants to expand, he'll need to hire more people. My guess is he's bluffing.

Here's another quote from that article (emphasis mine):

Risk vs reward. The government has increased the risk. The reward is still the same. Therefore, the risks are less appealing.

Obviously business owners take risks, no reason for the government to make the risks even worse.

I can tell you have never ran a business.

It take a big "pair" just to make the first investment.
