The normal is a 25% State / 75% Federal split which seems more than fair. Giving 100% is writing a blank check with no responsibility to the state. It should be like a down payment on a house and having a stake in the game. When you are able to get all expenses paid, why worry about what it costs.

NY loves to brag about their great economy and independence. Pass a flood tax to pay your 25%.

We all had jobs then and we had a plan....... Obama has never once had a plan. He guesses as he goes.. We rebuilt Japan too, and just look how the left here whine about that!

People back then were still accustomed to real money which FDR stole.

Would you be suggesting to just print more monopoly play money?

The effected area needs to get cleaned up on the public dime.... After that it should be up to private industry for profit, paid for by insurance.

With NO Govt red tape, no fees and taxes. I wonder that a building permit costs there anyway? Couple grand I bet.
