the regualtion does not forbid learning how to use the fire extinguisher. If the regulation required placement but forbad learning about them, then maybe you would have a argument.
What good is a regulation requiring a fire extinguisher and not requiring anyone know how to use it?

She went into the next room and hit the chicken nuggets with a fire extinguisher. A complete non event 99.99999% of the time.

Absolutely.

The problem is that before she went into the next room she didn't get another adult to watch over the children she was responsible for. And that's a violation of the daycare's policy. A policy that was written to comply with the law and with insurance regulations and to avoid being sued by parents.

Harrier once left a three year old and a four year old alone in a room to watch Blue's Clues while he went to the bathroom for less than five minutes to "take care of business".

What an awful babysitter Harrier was - he ought to be put in prison!

No parent was going to sue. There was nothing to sue her over. I'll bet she doesn't get another worker every time she goes take a **** either.
