It is. Legal diversity.
We don't allow swarms of people to pour over our borders, thus allowing our whole system to come crashing down.
If you're illegal, you get deported.

So you recognize that millions of illegals have a negative affect on our educational system but if I point out that our educational system, excluding them, is as effective as Canada's, that's unacceptable..interesting.

Exactly... you exclude large portions of poor people. It's no secret why your scores are high. Exclusion of low-performers improves statistics more than anything -- certainly more than your "system."

It is like the high-scoring private school I attended. It isn't like we had some unique "system" that yielded such high test scores -- no, we just had wealthy white kids.

Exactly. We have so many pages of whining when it was pointed out on page 1 that not every country tests the same cohort.

In fact, many of the countries that have joined the ranks of international testing (pushing down our rank) only did so when they could be sure to only allow testing where it would guarantee them a top rank for PR purposes.

China did it and so have several others.

Additionally, several schools in the US have gotten into trouble for not testing dumber students and encouraging bad students to drop out thus improving their schools test scores and earning themselves accolades and bonuses etc.

Same stunt these other countries are pulling.

no -- correct me if i'm wrong, but i think he's saying that

(A) China is cheating (or, rather, gaming the system)

and

(B) You can't blame America's educational system(s) for the low-scoring immigrant/minority underclass.
