A HSA is only going to go so far as to cover a high deductible, even if you could get insurance. HSA are good savings instruments, are good for people who don't have a lot of liquid assets available in an emergency, and can even make a good retirement savings vehicle. But they were never intended a replacement for insurance. Anyway, how are the poor supposed to save in a HSA if they couldn't afford monthly premiums to start with?

There was never any proposal to abolish insurance. The idea was to have individual health savings accounts to cover deductibles and then allow peple to have catastrophic insurance policies as the balance grew thereby reducing premiums..
