The 1.5 miles is going to be the tricky part for him here, especially since there are many well lit locations around the Sam's Club and the university.
(You can tell from the video that he was driving down Highway 84, which means he passed a Famous Dave's, a bank, four strip malls, an office building complex , two auto dealerships, a church, a john deere dealer, and the ice arena, all with lighting.
Not to mention, that means the chase started less than a block from the university dorm parking lots which are covered with lighting.

He was signaled right by a 7-11 which is open 24 hrs a day but decided to take the officer on a ride across town to the Sam's club parking lot?
Please use common sense. This was an official police vehicle.

No answer for why he did not stop at the 7-11 which is well lit rather than cruising a mile and a half down the road?
btw, I am aware of occasional police impersonators. You have yet to show there was an occurrence of this happening in that area.

That was not addressed to me, nor was I addressing that issue; however...
I would guess that if the lights came on just as he was "passing" the 7/11, then that would have been behind him and I imagine having bright lights in your rear view and eyes is not conducive to a safe u-turn.
And again, I am not addressing the issue of "that area" I am addressing the issues nationwide. You do realize that there are people who drive all over the country? And that these pronouncements are coming from many areas around the country. That IMO is why a cop who arrests a person who is searching for a safe place to stop is (once again) causing more trouble than is needed and doing a general disservice to the driving public in general. Or do you really think this guy and others are "EVADING?"

The strip mall at 6285 Bay Rd would be much easier to get to than the Sam's Club and much sooner along his route. I once read that 25% of officer fatalities were related to traffic accidents and incidents during routine stops. I'm not sure if that's still the case. Pulling anyone over on a busy highway or interstate for speeding or minor infraction is ridiculous and dangerous. Send a ticket in the mail and give them the option to schedule a hearing or pay the fine.
We've driven across the country a few times in the RV and seen dozens of examples where the stop made it more dangerous than the speeding.
This "college patrol cop" wanted to pull someone over because their car "matched" a report. The kid hadn't even violated a traffic law at this point.
The kid drives slowly and safely to an area he thought was safe because he knows of cases where drivers are assaulted by fake cops - the kid is doing exactly what LE department all over the country have been reccommending for years.
So, this - I guess I can't really call him a "wanna-be-cop," but that's what he seems like to me - is now trying to pin a felony on this kid.
Is the point to protect and serve?
Or is it to screw over as many harmless citizens as you can?
This kid is now facing a two year sentence for this BS that I contend has been made an issue because the kid did exactly what cops all over the country have been advising.
For those of you who support this BS, I hope "pull over immediately - wherever you are" is exactly what you tell your mothers, wives, daughters, and GFs when they see lights on a dark secluded road.
