I had not realized that so many herein were unaware of the 14th amendment:
"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. And seriously, it seems like mostly the same people who are jumping up and down to throw illegals in jail at taxpayer expense for $136 a day but begrudge every penny spent on helping the poor who are actual citizens.

Clearly, illegal aliens aren't subject to U.S. jurisdiction as they are not prosecuted for illegal entry and/or remaining in the country illegally, even when caught.

The Wong Kim Ark ruling further clarified that the children born in the U.S. of legal, permanent residents (who actually are subject to U.S. jurisdiction given their legal status) were automatically U.S. citizens. WKA's parents were in the U.S. legally when WKA was born in the U.S., as noted in the ruling. Anchor babies' parents aren't.

If I was the parent of the victim, I would investigate the households of the city officials to see if they employ illegals as servants. Spread the lawsuits far and wide in city government.

There are a lot more possibilities than that. Odds are that most people violate one or more laws quite often.
The entire city council at the time of inception of the law and every member that went along with it since its inception, would be brought up on charges of accessory to murder, racketeering, and organized crime.
