Banning just blacks from owning guns would be a civil rights violation and can't happen anyways, but even if it was possible it wouldn't really change anything.
Banning guns at all would be a civil rights violation. The 2nd Amendment confers a civil right upon U.S. citizens - the right to keep and bear arms shall not be infringed. Race has nothing to do with it.
We changed laws - minimum age, server liability, checkpoints, alcohol levels, ignition interlocks.
DUI deaths are down not because of laws but because of the increase in safety standards in automobiles. Of course this comes at the cost of money and pollution as it makes cars heavier, which requires more gas.
Not to mention almost all of the laws punished illegal action. Not the lawful drinking of any alcohol of choice. Gun laws want to punish all gun owners when conducting legal business, not just those that break the law.

Are people still pushing for gun laws like magazine limits? Because it would be kinda like limiting beer cans to 6oz to reduce DUI deaths.
