What's the solution?

Should the salaries of low paying jobs increased twice as much and keep the blacks and Hispanics on their current jobs -OR- bring more blacks and Hispanics to high paying administrative jobs regardless of whatever qualifications they have - OR - leave it as it - which may not be a perfect but to a great extent, it's open to all - YOU EXCEL in academics, develop technical and/or administrative skills, work towards building a career and try for high paying jobs regardless of your skin color?

Put Asians in that graph and see what I am talking about?

IMO, the graph is meaningless unless it incorporates education, experience, credit scores, licensure, etc.; all the things that have meaning in earning potential!

And it's largely the consequence of the largest bastion of institutional racism there is: Our country's K-12 public school system. Now what?

No, it doesn't. The chart merely shows that two parent white families tend to own their own homes, rather than rent. Home-ownership requires a proven track record of financial responsibility, which is reflected through a Credit Report. Even when credit sores are sufficient, high debt-to-income ratios function as a bar to home-ownership.

It's a matter of culture and life-style, not institutional racism.

Its institutional racism that puts up barriers to home ownership- and I don't think you can argue that hispanics culturally don't want to buy their own home.

Its a chicken or the egg thing- low wages are a barrier to home ownership, not culture and life style--

(if we could find a study that measures home ownership by wages and salary made, now that would be interesting )...

Wealth is in your house. Guess who lost their houses/wealth when the government run bubble collapsed? It wasn't whites who lost all their wealth.
Institutional and government run. Dog bites man, what else is new?
