No, the death penalty for stealing is too extreme. How about a 11 year old looter- should he be killed? How do you know how old they are? How do you know they are not doing it out of need? Sure, there are plenty of scumbags looting- probably the majority. To lump them all together is not a good idea.

Maybe if you all realize that not EVERY situation needs to involve use of guns, or that giving the WEALTHY even MORE money won't cure your economy, then MAYBE you might get there in a few generations.

the tolerance of those gang/drug related killings is indeed the product of warped ineffective legislators and their feel good legislation.
Looters are not being shot in America, though they should during natural disasters which leave people vulnerable to criminals who live outside the law and whose capability for violence is highly likely. Most states do not advocate shooting to prevent property from being stolen, even a warning shot will cause the 'victim' to be charged with felony assault. Felons then cannot own firearms.

When they're walking away with TV's/Alcohol and such it's a pretty good indication. When speaking of the Texas issue, there's plenty of food available at many sites, no need to loot.
