The liberterian in me says allow price gouging. That is how free market needs to work, freely.
And also how hard is it really to fill up the tank BEFORE the storm comes. Or have one of those gas storage containers in the shed. Price gouging, good or bad? That is a minor issue to me. You got many people who simply don't do basic preparedness.
How about this? Pay after the crisis is over just like hospitals.
If people are willing to pay $20 a gallon, why shouldn't a gas station sell it to them for that amount? If no one is willing to pay that much, the price will come down.

Because all life saving essentials should be free.
Free food, free water, free medical care, free everything.
Not sure how gas will help in that situation. If you are wanting to leave the area, why not buy 5 gallons at $10/gal, then fill up again when you leave the flood zone where prices are normal?
What are you not getting.? If you get to the gas station you probably will never get back to it and it will be closed when it runs out .
Know what worries me here, if there ever was a terrible event in your areas. You all be lost.
To Gougers: Would being better prepared have helped? While filling your gas tank and stocking up on water is advisable (and sensible) during a hurricane, to avoid price gouging, in this particular flooding event, it's hard to carry your baby in one arm and a case of water in the other through the flood water... Full tank of gas already? You filled up before the storm hit? If you couldn't get out in time, your car is full of gas under 6 feet of water. So those who "prepared" still got the shock of their lives when their street became a lake...
Once again, science is not democratic and doesn't care your feelings.
Are you anti-science? This is not a disputed fact in economics - price control creates scarcity and scarcity hurts people, sometimes, kill people.

Americans, especially those with libertarian leanings, dislike that solution, it is 'inconvenient' and 'bothersome'. The only available solution in a free market economy is price gouging, which limits the number of hoarders to the very well heeled ones, and ordinary folks can take their chances and desperation in equal measure.
