It's "too soon" and then it's too late, because within a week or two there's another one. This how we get dissuaded from ever having a meaningful discussion about this issue.

There are several benefits to upgrading M4s to M4A1s. Compared to the M4 , the M4A1 has full auto capability, a consistent trigger pull, and a slightly heavier barrel. The heavier barrel is more durable and has greater capacity to maintain accuracy and zero while withstanding the heat produced by high volumes of fire. New and upgraded M4A1s will also receive ambidextrous fire control.
The variants will either have full auto or three burst. AR 15's have neither.

She is absolutely correct - there IS "something you can do about it". Call your CongressCritter and tell them you demand a Constitutional Amendment to make guns illegal. Start a petition is you want. Make it part of the Democratic Platform.

So do it, if you can get support from your CongressCritters. Quit complaining and just do something.

And of course America will do nothing to prevent these mass shootings from happening again and again.

My guess is that it is propaganda for third world countries where people will hear the headline of the ISIS claim. They want that audience to believe they have that reach.

But there have been things ISIS has specifically distanced itself from, not claimed. It's not that difficult to prove or disprove ISIS's claims in situations like this. If it turns out ISIS is just saying this and it's not true, which is what I suspect, then there is literally no point to them claiming anything and as an organization that wants to be taken seriously, they really don't do a very good job at being serious and making themselves remotely credible.
