Right now it looks like the University of Texas Tower shooting with more firepower and the victims stuck in the barrel of the concert venue.
Visited UT a couple of years ago. Large concrete planters, retaining walls, and barriers were installed to give people a place to hide during a shooting.

I wonder what the new security protocols that will come from this are? I would guess to start police with sniper rifles will be on scene at all events with elevated shooting positions nearby.
