Some people like to take their cars to the track. My M3 is limited to 156 MPH by a governor. I rarely exceed 85 on the highway but enjoy opening it up at the track.

By the way, we tried laissez-faire unregulated small government in the 1920's. After a brief party of wild excess, it crashed and gave us the Great Depression.
Your point is well taken, and there is supposed to be a point somewhere in the middle where government is protecting resources and citizens without being over-reaching. The problem is that doesn't work anymore because of rampant, unchecked corruption. With corruption levels so high our government can't work the way it was designed to. Corruption has completely submerged the checks and balances that are supposed to be in place.
So until the big-time revolution happens that changes everything, I would just as soon the government be as small and unobtrusive as possible.
I could see this idea being pushed in the near future. If the whole driver-less car industry picks up, cars literally won't be able to go above the speed limit anyways.

Cell phones ARE banned while people are driving in 15 states!!!
Using a cell phone while driving is extremely irresponsible.
