That wasn't a laugh of mockery, that was a laugh of resentment. The US has gained economic power while the rest of the world has weakened. They dont hate us for putting ourselves before others. They hate us, because we have the leverage to do so and we used it.
The last I recall and I've been in the U.S for 8 decades we've always had world power.

Trump set out and started a movement and when that didn't work he become President just to undo everything he did
What he tried to claim was that the UN laughed WITH him as he reeled off all the great things that have happened IN America.
What actually happened was the UN laughed AT him when he (as usual) tried to claim credit for himself and his administration for things he had no business claiming.
The fact that he saw it the first way is troubling IF he actually believes his own BS. But more likely, it is just one more in his series of lies and he doesn't care that people know he is lying - as long as his dolts lap it up.
I'm not sure whether Trump or the attempted deflections/claims that he's great are more pathetic. Maybe it's a toss up
