Not true. You can sell the rights to a song and still regulate how it is use. For example, Pharell can sell the rights to "Happy" to Honda while not selling the rights to Jack Daniels. For that matter, if Honda is agreeable, Pharell could dictate they can use the song in ads for the Accord but not in ads for their SUV. Copyright holders have all the power here.
