You didn't understand my sentence.

"Literally" was referring to the circumstances under which Trump made the statement. He literally admitted he did not need to do the action he is declaring an emergency. Since he did, indeed, make the statement, the use of "literally" is correct here.

I am guessing the point you are trying to make is that Trump's statement "I didn't need to do this" should not be taken literally. That may be a topic worth exploring on its own, but it wasn't what I was referring to with my use of the word "literally".

Perhaps this is one of the rare instances in which "ironically" would have been the right word to use.

Not sure why you had to throw a personal insult in there, but you do you.
