No, Kroger isn't racist. They're protecting their inventory from threat in a high crime area. Would these idiots rather Kroger close down the store? Then they'd complain about being in a "food desert".
Actually, Kroger will probably close down anyway. The chain is losing a lot of money, not only from online retailers, but from competition from other brick and mortar grocery stores. One could debate the cause forever, but here in my city, excessive staffing cuts and pressuring customers to self check/self scan everything all the time has driven them to more customer friendly stores.
Stores with high shoplifting rates don't report it to the local cops. Even Walmarts here in the shady areas have to block off high theft items because hood rats can't help themselves. They are apparently pre-programmed to steal anything they cannot afford.
What is sad is that there are places with so many sh*tty human beings that they force the store to do this. Typical moron blames the store-rather than her neighbors (or perhaps herself, or her children) that are the problem. Of course, these extra costs (both losses and security measures) are costs that have to be passed onto the consumer in the form of higher prices.

Wow. Generalize much? Do you actually say things like this to people's faces? "Hi, Mr./Ms. Hood Rat. You're poor, so you steal everything in sight because you can't control yourself."
I'm gonna go out on a limb and venture a wild guess that somewhere along the line, someone at Kroger fired up a calculator, crunched the numbers, and decided this made more sense than closing down the store.
Dunno. Corporations sometimes follow the sunk cost fallacy. Looking at this one I wonder if the collateral damage is a MUCH higher number than the installation or a shut down.
The Dollar Stores and Family Dollars that are near the Trailer Parks all have special plastic blockers and security devices on all the isles with personal care items and laundry stuff. I don't know how effective it is but it sure looks a lot better than enclosing an entire section of your store.

In today's society, we start with the presumption that everything is racist until proven otherwise.
Of course, racists aren't allowed to make their case, so the only ones that can say whether this is racist are the ones making the accusation.
Might as well bring back witch drownings where you test if someone is a witch by submersing them under water. If they drown, they're not a witch. If they survive, they are a witch. Then you can burn them.
Kroger is putting the enclosed aisles only in the black neighborhoods, but not the white ones. That is is why the black people are crying foul. They would not have a problem with it if it was being done everywhere, but by only doing it in their area, they are pointing out how it is racist. So to answer your question, Kroger would be the racists in this case.
I thought I better add that this is what I got from the black customers in the video. I know Kroger is doing this because of increased thefts, which happen to be in the black neighborhood. The customers who are black are offended since they feel they are being singled out.
When you protect your bottom line, that's not racist - it's good business.
If there's an area where the demographic is mostly white residents and they have this issue, they'll do the same thing.
