But Trump was elected in the Fall of 2016. I've little doubt his mere election started scaring away some students.

Horsepooky. I don't believe a word of it.
The educational system says they are losing billions and people are being laid off because international students are avoiding the US. .... Yada-yada-yada; "feel unsafe"; "rhetoric from current administration"; "enrollment is down"; and my favorite:
For every seven international students, three US jobs are created or supported by spending in sectors including higher education, accommodations, dining, retail, and transportation

That's the stupidest statement I have ever read. How much are these international clowns paying, anyway??!!
It's nonsense.

Yep, college is largely worthless anymore and I for one, don't see the need for any more foreigners. So that industry loses money....meh...

universities are nothing more than big business who the democrats fund .

about time they were treated as big business and have the free ride provided by taxpayers via democrat party come to a screeching halt.

Consider the culture on college campuses, the murder rate by gangs and a few mass shootings. Big cities like Detroit and Chicago Atlanta, Newark nj, Camden nj, san fran, overrun with illegal aliens. What rich foreign family wants to endanger their kid?

the democrats continue to spread fear and hate, so who would want to come to the US?

Obama set the tone and did his best to divide the country and incite violence with the lies of charlotte and furgeson.

Lol, yea, scaring away students from countries who are rather brutal and totalitarian.

Look at the top three who send students to the US; China, India, Saudi Arabia...and you (and them) have the nerve to talk about Trump's rhetoric?

2016 is when the rest of the world learned just how racist and messed up this country is.

Trump might not have been president yet but his vast support among the right-wing was still telling to the potential foreign students. If you are one, why would you risk going to US instead of other countries?

For the same reason Chicagoans would opt for a sunny warm place to travel to.

1. Why would the students go to a new country if it's still the same old fascist system as back home? They may as well just stay.

2. there are other countries competing for those students, you know. Why come to the US when Canada, Australia, Britain, etc are offering sane environment?

According to the article, the students apparently say visas are more difficult, and there's too much gun violence.

Didn't see anything about Trump rhetoric there from the students... that was the educator's take.
You did see it, but chose to omit it. Its is mentioned as the prime reason, and obviously even the tightening of student visas goes right back to Trump's door step.

The article says what it says and that wasn't it.

What's the point of re-wording stuff and then say "so, you're saying _____________" (<=== insert fake claim)?
