Actually, currently. For example, Sweden has a higher per capita billionaire rate than the US, and also a higher poverty rate. And it STILL, nevertheless, has a regressive tax system. The tax burden is higher on the poor and middle class than it is on the rich for 3 reasons...
1) Very flat income tax brackets. Sweden's middle class is in the top marginal tax bracket, just like the rich.
2) Sweden has a VAT tax, which is highly regressive.
3) Sweden eliminated its wealth tax in 2007.

If you’ve ever been to a Scandinavian country, you’d understand why a minimum wage isn’t necessary. It’s understood in European societies that having decent wages is beneficial to the state at large.
That virulent strain of hyperstupid American selfishness doesn’t run thru Scandinavia.
P.S. The Gini values for Netherlands and Sweden do not appear to be in the report. The WEALTH inequality numbers for US and Russia match what you posted.
