Bottom line is the funds weren't withheld. They were actually delivered early.
IF the funds had not been delivered, THEN they would have been withheld.
The GAO is opining on something that didn't happen. Yet another waste of taxpayer money. Ugh.
Take that story to the GAO, they're the ones who said this:

The problem is that Trump and his cult think America only consists of himself and the 40% who support him unquestionably. Trump and his followers are doing everything in their power to minimalize and disenfranchise the other 60%. The strategy is manifested daily in this forum and especially the twitter universe, which Trump has completely coopted for his own self aggrandizement and the demeaning of the "other" 60%.
They go as far as to insist that ONLY the 40% who worship Trump unquestionably are even real Americans and that the other 60% are full-blown traitors. If you don't believe that Trump is anointed by God to bring back "Christian values" to America, you are subhuman scum (Trump's own words) not even fit to live. I have no doubt they would crown Trump king if they could and completely abolish Congress and then rule with a reign of terror.
The scary thing is, how did we get to a point in this country where 40% of the population is willing to overthrow democracy and accept a dictator? How did we get to the point where hating certain subgroups (atheists, non-Christians, immigrants, educated people, LGBT, etc) is the only thing that matters?
Like I said in another post, I rolled my eyes when they said Obama did it - just like I'm rolling my eyes now.
But make no mistake, these Dems have opened Pandora's Box when it comes to impeachment ... every stinking president from here on out is going to be impeached over the most ridiculous stuff.
Congrats liberals on making impeachment the exact opposite of what the Founding Fathers wanted.

There was NO shortage of subpeonas /document requests/ closed door depositions in the 'underground basement/etc when Obama was president and the republicans were in the majority.
