You're intentionally getting hung up on chain of command to try to muddy the issue when the only relevant question is whether Biden was there at the behest of the State Department to promote official US policy.

The VP only answers to the congress in the same way that Trump does now. He does what he feels is in his power to do and if he exceeds that authority it is up to the Congress to impeach. But they better have the goods. Do you see why, yet?
Why didn't Congress investigate back in 2015/2016? Some of them are claiming it was obvious corruption. Why didn't they do anything in the moment? They knew everything then that they do now.
Even if the Congess could tell Joe to go over there and do what he did, if Joe had considered there might be a conflict of interest to do that, why didn't he say, maybe I shouldn't? I can see someone outside of the administration telling Joe it might be a good idea to get the prosecutor fired, and Joe, thinking about his son's position, says to himself, Maybe I'd better not do that. Sure, that's the way it went down.

Your chain of command statement is baldly untrue, by the way. The Vice-President stands outside the chain of command. The Vice-President cannot boss around the Attorney General, or the Secretary of Education, or the President's aides. You should read up on that.
I know that's the leftist line, but what's it based on? Last I checked, investigation happy Dems never called for an independent congressional inquiry into the matter. No, they just take the previous administration's word and Ukraine's word, though the fired prosecutor blames Biden for his firing and has launched a lawsuit in his country.
