He dropped the gun 0.8 seconds before the shot hit him. 0.8 seconds is not even enough for a human to react to a punch in the face. If the 13-year-old gang member had listened to the cop the second he said drop the gun, he would not have been shot. The cop did exactly what he had to do, in this case.

Lots of kids are out at night in the big city. It isn't that unusual especially in heavy minority areas.
Triggering gun shot sensors? There are sensors that triangulate gun shot noise and dispatch police within a building or two of where the shots were fired. A lot of major cities have them.
13yo's kill people all the time in Chicago. They're minors and are intentionally used to hold and fire guns that would land an older gang member in jail for decades to life.
It’s not clear to me if the gun was still in his hand based on the video. If it was then I say the shooting was justified, but if he had ditched it in the bushes and had both hands up empty then I’d say it probably was not.
