No, it is not a parental choice if they want their kid welcomed in to attend the local school. It's the choice of the administrators running that school or school district, not the gov, not parents, head of school/head of board. By cutting funding to schools who require masks you are nurturing the power of the school admin to manage itself.
If you are an anti mask family and your district requires masks, then yes, by all means, find some other wacko school where your kids can go get infected... but to have a blanket statement from the gov. that he's going to pull funding to schools that require masks, is wrong.
And this is exactly the problem. This will end up spreading the Delta variant like the plague it is. Don't republicans RAIL against this? It is not his business to run any SCHOOL. He should bow out and let the SCHOOL admin run it the way they want to.

The fact is that masks that are not impervious to the virus can't make a difference in the classroom setting. If you are concerned, you need to educate your child at home even if masks are required in the classroom.
