If the draft was ever implemented again, and I doubt it ever would, but if it was, I could see perhaps backfilling CONUS garrison support with draftees. Then give them the option to volunteer to go forward if they so choose.

The Congress just hasn't been roused to re-contemplate the law. They don't know what kind of message it would send to repeal it, or what the repercussions of that discussion might be.
By the same token, a lot of states continued to have anti-miscegenation laws on their books decades after Loving v Virginia. Oklahoma legislators, when asked years after Loving why they had not repealed the impotent law on their books, said, "We don't want to send the wrong message."
