Here is a overview of a healthcare reform package I think the OP is talking about. It is called the Healthy Americans Act. It was a bipartisan bill. Oh and it was from 2007 I believe.

NO - I was referring to the legislation introduced into the Congress of the United States - HR 2520

From the Thomas Library. This was from 2007 so there was a plan out there BEFORE now. So YES the Dems did lie!
