I read Steve Harvey's book when it first came out. Don't buy what he says for the most part, but he did make some points about women waiting to have sex, and one of the things he pointed out is that it is different for women because when they agree to have sexual intercourse, they are accepting a foreign object into their body. It's a different sort of vulnerability from the one who is packing the "foreign object".
Again, don't know if there's anything to that beyond the author's perspective, but I thought I'd throw it out there.
Some women/girls don't have a problems with foreplay but do not want intercourse either because of religious reasons, because they want to wait until they are married, because they are not ready to have sex with you yet, maybe because they are afraid of STD's or getting pregnant. Even if they don't want to have intercourse there are other ways to have a happy ending.

Its possible. Some Younger girls tend to like to play with guys that way. 21-23 they are pretty immature. That's HS bs stuff back of the car at drive in crap.
I'm a girl and I haven't figured that one out myself. I get too horny during foreplay so I save all of that until I'm ready to go the distance. My guess for the girls who can hold out though is that if they really like you they want you to keep coming around and if they go all the way too soon you'll lose interest and move on and for the most part they're right. But since they want you to keep coming around they'll give you a sample of their "wares."
