You can transmit if when you don't have an outbreak. You can transmit if you have been infected but you never had an outbreak (yet). Is is a sneaky STD, not an obvious one.

Herpes is more a urban legend than anything else. It is not routinely tested when doing STD panel because the majority of the population has it and has no symptoms, or so mild that they get mistaken for something else. Googling "herpes" will return pictures of rare, extreme cases. A blood test can tell whether it's HSV1 or 2 but cannot tell you whether the virus resides in the lips on the genitals. Furthermore saying "I get cold sores, I don't have genital herpes" is a ridiculous statement, if you kiss someone guess you got herpes? If you engage in oral sex guess guess who got herpes down there? The one believing false information is more ignorant than the clueless.
