And in the meantime, that parent isn't contributing to that child's support.
Sure they are. Ten years of support at 50 dollars a month is something like $6000. The child can get something that supports him or her when they reach the necessary age to retrieve that support.
It's like saying a retirement plan is useless because you don't have the money until you retire.
True. And if it's not used to help the parent support the minor then there really is no need for it at all is there?
The money is there--just like a retirement plan. Then it can go to serve its intended purpose--the CHILD'S welfare, not his MOTHER'S (or FATHER'S).
I know a guy that collects child support...sometimes. And when he does get it he spends it on illegal drugs. He also gets food stamps, because he's completely disabled. It doesn't go to his kid.

$50/mo? That wouldn't be enough for 50% of food costs.

Well, if mom or dad need to go on public assistance in the mean time, as a tax payer I'd like those monies repaid when the child reaches 18 with interest.

Why?
By the way, I spend about $100 a month on food. I'm sure a child's portion of that would be smaller, as they wouldn't eat as much.
Why would you want the money refunded if the custodial parent was on public assistance?
If child support is being withheld to be paid later, and mom or dad end up on assistance because of that, then of course the money should be paid back with interest.

And the grocery store calls it food--so I'll go with their estimation rather than yours.
It doesn't matter what the grocery store calls it. It's still crap. Fresh fruit and vegetables, ya know food, runs $50/wk at a minimum.
The guy I referenced is on permanent disability, and can't get a job--hence the food stamps.
Fresh fruits and vegetables are NOT the only options. In fact, you don't necessarily need to have vegetables or fruits at all. Frozen dinners that you heat up in the microwave are fine, and fit my cooking ability. Soup and sandwiches are also fine.
