While there certainly are people who are truly victims of horrible things (not minimizing the term 'victim' in those cases) , I think this article really describes Harry and Meghan who have adopted 'the victim' as an ongoing identity. They both tick off several of the traits described in the article as using a victim stance to manipulate others and get what they want.
