It means that funds set aside by MGM that are overseen by the LDC would be used for infrastructure improvements (roads, public services, etc) within a three mile radius (on the MD side) of MGM National Harbor. That roughly covers from Rosecroft to Livingston Square.

Looks like Pappas, a popular crab cake restaurant that is a favorite of Oprah Winfrey, is joining the lineup at the MGM National Harbor's food hall.

The article below also mentions a Shake Shack also joining.

Shake Shack is Okay. I had an awesome burger at Burger, Tap, and Shake in Tenleytown last week. More interested in Pappas.

There will be so many places to eat in one building. It's crazy. I'd like to try the big three though from the star chefs. See if they are worth all the hype.
