City with the best climate on Earth (most, moving, lows)

Just a brief perusal of the posts show that most people believe that Csa and Csb climates are the "best" climate in the world. Growing up in and living in one my whole life, I tend to agree, but prefer Csb if given a choice.
I'm in a bit of a bind when discussing ideal climates in that I don't like snow, don't like warm, but love rain. For me; the perfect climate is Bergen, Norway. It rarely gets cold enough to snow, rains a ton, and never really goes over 65 degrees Fahrenheit. Tons of people call me crazy but there I like nothing more than a cool, rainy day. Alas; Bergen has far from a million inhabitants. Of the alpha-city types, I think I like Tokyo because it rains a good amount and doesn't get too hot. If I can go a bit smaller Vancouver is also a city with a nice climate for me, pretty rainy and never hot.
Tokyo gets very hot actually. Averages 88 F/76 F in it's hottest month (31.1 C/24.4 C) and it's a wayyy different climate from Vancouver, and Vancouver is a lot different from Bergen as well.
Northern Scandinavia or coastal Alaska would be great. Rarely hot with reliably frigid winters. The climate here would be fine as well if it didn't insist on being 5°C above average most of the time.

For me, a BWn or a Cwb climate is best. I like Lima and Bogotá

I noticed you are new to this forum. You do realize Tokyo has a similar climate to Raleigh, NC? Hell, if you put Japan in North America, including where its climates would match up the most, most of Japan would be in Virginia, North Carolina, South Carolina, and Georgia
I love warm nights - my hometown hardly ever gets below 70F during summer
