British people are probably the palest in Europe. People in other Northern countries tan much easier than your typical pasty-skinned Irishman.

People tan quite easily here. I tan easily and I don't think I'm particularly dark skinned compared to other natives.

Scottish and Irish are much paler than English or Welsh.

Welsh people are pretty dark. But yes, northern continental Europeans generally tan better than the pasty-skinned types more common in the British Isles, even among populations with higher rates of blondism.

Very small original population leading to homogenosity.

Something like 80% of Finns descend from an original population less than 5000.

Whiteness didn't evolve because of weaker sun, but actually mostly by a change of diet. A few thousand years ago, the peoples of Europe started exchanging their animal based diets for grain and starch based ones. Bread and potatoes don't really have much vitamin D, and so the people had to get it from the sun instead. This is the reason inuits and eskimoes are so dark skinned; their diet has always revolved around seafood, rich in vitamin D. Not because the ozone is thinner around the north pole (which it definitely is not) or because the snow makes the UV radiation high. Maybe people from the nordic countries tan easier as well because fish has been a much larger part of our diets than in the UK.
