They are tied up waiting to offload the salmon to the buyer. The ones on the outer end of the line keep their motors in forward to keep the line semi straight.

Notice that almost everyone runs 4-stroke outboards now. Gone are the days of the gas burning 2-stroke engine. With the switch though, the back ends are a little heavier now.
