I, for one, welcome China's rise. Americans need to stop thinking they are special little snowflakes, running around the world creating refugee crises wherever we go. Nothing bad ever came from humbling yourself and deflating your ego.
I support China's rise as well since I believe it will improve things for the rest of the world. China's rise will force the US to make concessions. For example, the so called pivot to Asia weakened America's presence in the Middle East and forced America to make some concessions to Iran. The rise of China's military is siphoning America's military presence from around the world to Asia and is greatly weakening America's ability to project power globally. There is a realization in the US that even the pivot to Asia (the so called 60/40 naval presence) is doing nothing to deter China from aggressively pursuing its designs on the South China Sea so there is an even greater likelihood that the US will reallocate even more of its assets to Asia from the rest of the world which will further weaken America's power projection capabilities.
China turned to Russia out of convenience. The Chinese are not lost on the fact that Russia actually took more land from what was Qing China than anyone else.
That said, it's convenient to have a strategic partner relationship with Russia because it frees up the pressure on the long northern border, and gives China access to the two things that Russia can still offer China....remnants of good Soviet military designs (some have become obsolete and the Chinese counterparts are better, some still good) and energy resources.
Russia is a declining power that has a puny economy compared to China. Its' naval fleets are badly maintained and they have not commissioned anything worthwhile for the past two decades....China's navy is rapidly growing and improving. In many ways, China's navy is more sophisticated than Russia's (except for the nuclear sub fleet). So, yes, having Russia add heft to China's side, especially as the US is insisting on using the Japanese as their attack dog. Russia can be China's bludgeon for that dog.
The land that Russia took from China has and will continue to be worthless. The only regions worth anything in the Russian Far East are far up north (and the Sakhalins) and were never part of China to begin with. The most important thing that China lost when Russia took territory from China was access to the Sea of Japan although that is easily rectified by blackmailing North Korea.
with China's money Russia will rise again, Russia is good at military, they just need money to do what they are good at.
China will never trust Russia as a true ally because it knows Russia is unreliable. China trusts/likes Russia no more than it does the US. To think that they will help each other is unrealistic.

That fact is China as a nation never had much ambition in terms of territory expansion like Russia, if you look at history. It could easily annex a bunch of small neighbours nearby but never really did. The Chinese government didn't even bother setting a provincial government in Taiwan until the late 1885 because it never care too much about all the land far way from the traditional territory.
What's the use of more land? China is big enough. To possess more territory is meaningless. Seems only Russia is obsessed with that.

The Romans (and probably much earlier) seemed to think that being able to tax those under the banner was a good idea.

Great Powers in general are unreliable allies since they have their own interests. As Charles de Gaulle said "France has no friends, only interests" and this is applicable to all countries. The UK and Japan are exceptions but that's because both are squarely under US hegemony despite being great powers.
Most Chinese don't like US in ally with Japan. there are 1.4 billion people out there anti-Japan, US really has been in wrong direction by supporting their WW2 enemy Japan, that is like you try to be enemy of 1.4 billion Chinese people, and that's why China turned to Russia. with China's money Russia will rise again, the Russians are good at military, they just need money to do what they are good at. if each Chinese donate just one dollar, that would be 1.4 billion dollars. US would have a hard time to fight with 1.4 Chinese people ( if there would be a war between the 2 superpowers), and even harder to fight China-Russia ally.

Number of troops is pretty insignificant in this time and age with all the high tech weapons, war ships, planes, bombs, etc... however one thing all these countries do agree on is to keep a peaceful relationships even if they do but heads every now and than. neither of these countries want a war with each other.
all this USA vs China vs Russia / World War 3 talk is basically all just a wet dreams for certain types of people. neither country should be scared of each other, i view Russia and China more peaceful than the USA in the first place.

Did I say anything about number of troops? I mentioned 1.4 billion people because that is money, not troops. each Chinese donate just one dollar would be 1.4 billion dollars.
