Those areas they mention are not dangerous per se but maybe you would not venture them late at night.
You go to some of Paris suburbs or in Marseille ,its very unsafe.So dangerous that police where riot gear most of the time.I don't know of any place like that in all of the U.S.

Oprah has already failed that test TWICE (Hermes in Paris and a shop in Zurich, Switzerland). If I remember reading correctly, even Tina Turner has faced some discrimination...and she's no where near 'dark.' 
Just to be perceived as black is enough. Doesn't matter who you are, how much you have or where you come from, you are judged by some, based solely on your complexion. Wow. What a wonderful world we all live in.
