104 in the city of NF itself (DeVeaux area of the city) was in total disrepair for years after 2006--it was seemingly permanently 'partially closed'. It's been fixed/paved for a few years now--at least in that neighborhood. JW's claim that it hasn't been fixed may apply to some other part of the street that escapes me

This Syracuse developer has done a great job revitalizing the Hotel Syracuse and is looking to do the same for Hotel Niagara.

To be fair, some thing shave been built or redeveloped in the thread. So, there are things that have come to fruition.
