Does the area even have the economic demographic to support what would be an upscale food court or are they more the wings and slice kind of people?

It is Niagara Falls. It is not just a local mall. There are millions of tourists, plus Canadian shoppers.

I know that but much of what I have seen online does not give the impression of an upscale experience.

It is an outlet mall. Is there such a thing as an "upscale" outlet mall?

Its not a Walmart or Dollar Tree.

Yes there is such a thing as an "Upscale Outlet Mall", Woodbury Commons in Orange County NY would be an example of a premium outlet mall. The reason I ask is because you need that demographic who should be willing to pay what will most likely be a higher price for a "lets get something to eat then go back to shopping" patron. But I see where other responders to my question think my perception is correct so I guess the shoppers will be the ultimate ones to decide.

The Orlando Premium Outlets are very upscale. Stores include: Armani (not A/X), Hugo Boss, Ferragamo, Tory Burch, Prada, Bottega Veneta, Burberry, Ermenegildo Zegna, Gucci, Marc Jacobs, Ted bakers, Todds, Versace and Vineyard Vines. It doesn't even have a upscale food hall like Niagara Falls.

You have to put said responders into perspective. What RocketSci is referring to is that you do have tourists that will do just what you’ve mentioned in regards to “let’s get something to eat then go back shopping”. Even at Syracuse’s Destiny USA(the 6th biggest shopping center in the country and biggest in NY State), you still get your share of Canadians and others(i.e.-people from Fort Drum and college students that come from relatively affluent backgrounds) that come to shop, eat or even go to say the FunnyBone for a comedy show. So, considering if that is occurring in Syracuse, which isn’t a tourist destination like Niagara Falls is, they are likely to get what you’ve mention in terms of that demographic.
