My sense is that it is a bit like being called "buddy" or "guy" etc.
I tried to point this out a few days ago. No one noticed.

The "Where are my shoes at?" thing is heard all over the country. It reminds me of the movie Blazing Saddles... "Where are all of the white women at?" Yes, it's not proper english, but you can't blame that on the midwest.

You haven't lived as a chicagoan unless you hear that. Even women, in which the context of the phrase is essentially meaningless, say it to one another here.
Also, even women will say to other women, "Come on, you guys, lets go".........chicago gangsters used to say "Youse Guys", which is where it came from....

Ahaha so true..
We say the jaggoff thing all the time..

I have heard plenty that speak just like that. Mostly the older people over 50. Even currently wealthy educated older people that grew up in Portage Park or Jefferson Park for example to some degree speak like that. There are words that most people that were born in and grew up in Chicago pronounce way differently than other people. Take Egg for example. Many people that grew up here pronounce it like AAAAGG. If you listen closely, you can always tell when someone over 50 grew up in Chicago. If we are talking about someone that grew up in Little Italy,Bridgeport,etc... and such you can tell usually right away.I talk casually with people I grew up with about 50%-75% the way I wrote in my post. lol

Yeah! God I haven't heard that since my grandparents were alive.

Side note and more memories about Chicago neighborhoods - The better place in winter to sit in the parlor (yeah, my grandparents called it a parlor) of those old brick bungalows was on the radiator. Every house had those metal radiator covers. Our family had one of the bungalows that had the 6 windows in the front and no front porch, the front door was on the side of the house in the gangway and at ground level. The radiator in the front of the parlor windows had to be at least 6 feet long so it was perfect for a nap.

OH... and every house had the enclosed back porch addition that really didn't match the house at all... and had that asphalt/tar siding that was supposed to look like brick. It was strange that those houses were built to stand for centuries, but the additions, dormers, etc. were all pretty much built as cheap as possible. And everyone on the block did the same cookie-cutter additions and renovations (storm windows, siding, storm doors)... it must have been like sheep following a herd.
