Actually, in terms of health and clean living, Canada is #1 in the Western Hemisphere. The only thing the US is still #1 in is military size / spending and total GDP.
That's because the US is obsessed with money. Corporate America only cares about the bottom line and it's citizens only care about making (or taking) enough to buy fancy things while the government does what it can to make sure that happens. People here stress too much about wealth and power. There's more to life than that and I think Canadians are more in touch with their humanity.

Yes, but surely they are inflated for every country, so if one country is higher here, they'll be higher?

What constitutes as "rape" varies from country to country as well. I think that's her point.

Not necessarily because other countries may count rapes separately from other forms of sexual assault. In Canada everything is lumped together . We don't know the actual rape stat for Canada, it still could be higher than the US, it may be lower. We just don't know. If the US lumps everything to together also, then yes Canada does have a higher incident rate.
