I really don't get how NYC isn't number 1 on this list. There is way more history in NYC than in Boston. Boston wins if you only consider early American history, but after that NYC wins by a landslide.
Boston played a larger role in American colonial history, Philadelphia played a larger role in American (national) history. There is a fine line between before 1776 and afterwards, although to Philadelphia's credit, the Continental Congresses were at times held there when they met for delegation.
My top votes would be Philadelphia, Boston, NYC, and DC. I guess you could throw places like Alexandria, VA, Providence, etc or something in there too.
