The article also said that Houston's 10,000 gang members are broken up in 225 gangs. That's an average of approx. 40 people per gang.
Assuming one takes out MS-13 and the Latin Kings, which are the two largest gangs in Houston, that's probably around 8,000 left. This leaves about 35 guys in each gang.
Houston is a very spread out city so probably each gang is independent.
Contrast this with the Latin Kings in Chicago which have 30,000 members alone.

You have no idea what you are talking about, Philly is not a "gang" city at all, especially in shear numbers.
