If you are going for big city excitement, then my list would be pretty conventional.

Tear 1 NYC
Tear 2 Chi SF
Tear 3 Bos, Phi- easily the most overlooked
Tear 4 Sea DC
DC is more urban in traditional sense and far bigger, but Seattle seems to have better mixing of uses: nightlife, shopping, residential

Most Potential:
LA, Downtown Brooklyn


Faded Glories: Pittsburgh, Baltimore, Cleveland.
These cities all can look pretty beat down, but they still have some interesting architecture, vibrant spots, etc

Up and Coming: San Diego, Denver, Portland, Minneapolis. These cities lack the densities of the traditional urban cities (NY, Chi, SF, Bos, Phil, maybe DC), but they have made been making great strides.

The concept of a true city is absurd. As long as the city exisits and there are people in it, it is a true city.
