No that was a lie perpetrated by the media. All one has to do is watch a vid of the debates. But pressing the pretty keys on the keyboard and clicking the mouse is hard for some.

Those that did not have and could not afford to pay insurance on their property.... as a neighbor, I offer my service to rebuild their lives, free of charge. The way it use to be, when neighbor cared about their fellow neighbor.

If by "RINO" you mean "mainstream Republican" sure. Railing against the welfare state while being the largest beneficiaries of said welfare state (whether it's disaster aid, military spending, highway dollars, education dollars...) has been a Republican hallmark for decades.

Too bad it breaks down as soon as the trucks full of food and water show up, and as soon as the FEMA trailers roll in so that people have a place to live while they try to piece their lives back together. Government just wastes money until the National Guard shows up to help put your town back together.

The federal government has no money to help anyone out unless we borrow from China to do it. Maybe we can cut the middle man out and ask China to help our tornado victims. Orrrrrr, maybe the money that states have been giving to the Federal gov to feed that bureacracy, can go to help the tornado victims. Each state had their own such agency before being usurped by the Feds. Did these tornados (even adding up all the years for the last 3) even come close to equating to the Galveston Hurricane devastation? That disaster was handled by the citizens and state government of Texas without Federal aid. As a matter of fact, every disaster (before FEMA) was handled this way and it was (arguably) more effective than the FEMA monster.
Point was you are saying fed govt shouldn't provide aid because it isn't in the constitution, that the state should handle aid. However if it isn't in the state constitution then what?

You missed the point by a mile. This is not a federal government function. Dust up your copy of the U.S. Constitution and look under Article 1, Section 8. If you see this there, let me know.
States can do this, and so can the private sector, and can provide the same help you are describing, as if it's something magical which only the federal government can do.
