I would assume that maybe Norway and Monaco are both well-liked today by Europeans, and that Europeans have no historical animosity against Norway and Monaco. This is because Norway is small and has been fully independent since only about 1905, and Monaco is so tiny.
Are there other European countries that everyone generally likes, and that there is no historical animosity against? Maybe some of the smaller ones?
There is certainly some rivalry in Scandinavia between Norway and its neighbors. Mostly good natured. Norway was the weak partner in Scandinavian unions since the late 14th century until 1905, as you note, so no one is condemning them as a historic oppressor, but there is a fair bit of jealousy combined with regional chauvinsm in some circles. Sometimes words between Norway and Sweden can be vituperative and a little bit loaded with more derision than necessary.
Generally speaking, though, outside of such regional rivalries, it is very much Scandinavia vs. the world.

In Scandinavia, we say:
Demark has the charm, Norway has the scenery and Sweden has the money...
Historically that wasn’t the case (i.e. Mussolini).
Austria has resented Italy for centuries, way before Mussolini, going back to at least the unification of the country and before. It has much to do with borders and Austria having to lose it's choke hold on the north east part of the country.

The Rep of San Marino is probably one of the best examples of a country not resented by others in Europe and never making enemies. It's tiny and has been independent for 1700 years or so, remained neutral during both world wars. It has nothing other countries want or are jealous of. Even Napoleon left it alone and actually tried to befriend it while marching through Italy by offering it gifts of cannons and land which the San Marino government wisely said thanks, but no thank you.
