I'd say, in order: Pennsylvania, Maryland, Delaware, Virginia, New York. I saw a car with a Puerto Rico license plate around here for the first time a few weeks ago. Not counting the time I was in Puerto Rico...

I live in Charlotte and to be honest, most of the "NC Plates" here are out of towners. When it comes to other states though, I'd have to say that SC, GA, VA, WV, Florida, Maryland, DC, NY, Penn, Tenn, KY, NJ, NY, Ill, Missouri, Alabama, Mississippi.... Oh forget it. I've literally seen every US plate in the city of Charlotte at some point (even Hawaii and Alaska). Ontario Canada can be seen in town quite often as well (they're usually stopping on their way to Florida). I've also seen vehicles with Mexican plates. IMO, most of the indutrialized US has folks from all over. This used to be a "big city" only thing, but as of late it's happening everywhere.

Around my school's campus in Peoria, IL I mostly see Missouri, Wisconsin and Minnesota. Oddly enough I see much fewer Iowa plates and same with Indiana. If we are going on proximity my school is dead-center in Illinois so I don't understand the discrepancy.

Let's be real, if you live in a major metro area (as in it has more than 1 million people) or live off a really major interstate, you'd probably have seen almost every single state license plate before. Depending on how popular your area or interstate is with Canadians or Mexicans, you'd probably have seen a fair number of those too.

That's why half the answers here are "I've seen every license plate". I know I've seen at least one of each in person at least once.
