I've only been to the Charleston ballpark once, but one peculiar thing I noticed was that instead of having traditional bullpens for pitcher warmups, they had warmup areas adjacent to the first and third base lines. Is that the plan for the Huntington ballpark too?
Those are still called bullpens, not warm-up areas. It doesn't matter if the bullpen is 'down the foul line' or tucked behind the outfield wall. It wasn't up until probably 20 to 25 years ago that the trend started to move the bullpens out of foul territory.
Many minor league ballparks, and even A few MLB ballparks like AT&T Field in San Francisco, have the bullpens down the foul lines. Even Wrigley Field had them placed in foul territory up until a few seasons ago.

The ones at Watt Powell Park were by the foul lines. Kids used to go sit in those bleacher seats to talk to the players.
