Yes, I think you do. And even if you don't it's only because they only have bilingual people running the phones and counters (which seemed to be the case the last time I went into the DMV and the DHS.)

So, to recap,
-Oregon has many low income Hispanic immigrants (albiet not as many as california but there's still a lot of services and business targeted to them. Get used to it.)

- Not much to speak of in the unskilled labor jobs

- Housing is the luck of the draw

- higher income tax

- No sales tax.

From all the posts I've seen from you Sho, I honestly dont think you're likely to like it there after a few months or a couple years. For best chances you should move to where your sister lives and then your families will be able to support each other and pool resources and networking for jobs and such.
For you I still suggest North Dakota (oil boom, McDonalds paying $14 an hour because there aren't enough workers) Or Alaska.
